Pre- Proposal Conference for Miramar National Cemetery Phase 2 Construction (San Diego, California)


CFM, with the support of VA’s Direct Access Program, will host a virtual event with industry.  This event is intended to identify prospective small business partners, for potential procurement or strategic partnership opportunities. 


  1. This project provides for the Phase 2 Development of the Miramar National Cemetery (MNC).   The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in Southern California. Located in San Diego County, about 15 miles north of downtown San Diego at the northwest corner of Marine Corps Station Miramar serving a population of approximately 235,000 Veterans in the county. This proposed development will provide an additional 15 years of continued burial service to a veteran population who has been served by this national cemetery since it opened in 2010.

 

  1. This project will develop approximately 20 acres of undeveloped land to provide approximately 27,000 gravesites, including both casket and cremation sites in new burial sections including related infrastructure, new Honor Guard Building, addition to Administrative Building, Maintenance Warehouse renovation and repairs, new covered vehicle parking structure, utilities, irrigation, landscaping, site furnishings, paths/roadways, GPS/GIS, utilities, signage in support of the expansion area, and four (4) add alternates as listed below.

 

  1. Sod in lieu of seed
  2. Maintenance Complex Staff Building HVAC Replacement
  3. Administration Building HVAC Replacement and Upgrade
  4. Slurry Seal all existing roadways on site.

 

  1. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000.  
  2. The required NAICS is 237990. 
  3. "Must have corporate experience valued at $10 million or greater in construction costs and meet the requirements as stated in the solicitation."
  4. All work is to be completed within 730 calendar days from Notice to Proceed.
